Those persons who form this committee should have talent in the areas of decoration, sewing, flower arranging, care of plants, etc.  They should be willing to learn what needs to be emphasized and promoted in the Catholic liturgy, thereby enhancing the rituals and symbols through appropriate art and decorations.
